The parish is situated in the west of Gloucestershire, adjacent to the Welsh border, in the Royal Forest of Dean and partly in an Area of Outstanding Natural Beauty. It includes the villages of Clearwell, Newland and Redbrook, together with the hamlets of Stowe, Stowe Green and Trow Green, and parts of Sling and Whitecliff.

On 22 January 2007 Newland Parish Council became only the second authority in Gloucestershire to be granted Quality Status.
To be awarded Quality Status the Parish Council had to demonstrate that it:
- is representative of, and actively engages with, all parts of its community, providing vision, identity and a sense of belonging;
- is effectively and properly managed;
- has the ability and capacity to take on the enhanced role and responsibility that Quality Status is likely to bring.
The Council was required to satisfy the panel that it was competent on each of the following points to be awarded Quality Status:
- Electoral mandate
- Qualified Clerk
- Council meetings
- Communication
- Annual Report
- Accounts
- Ethical framework
Accreditation is valid for 4 years and thus the Parish Council will seek re-accreditation in 2011.
On 26 January 2010 the Parish Council formally adopted the Power of Well-Being - the first authority in the county to do so. To be eligible it was necessary to fulfil 4 criteria laid down by statute: an electoral mandate, a qualified Clerk, formal training of Councillors and the publication of a Statement of Community Engagement (this can be viewed on this site on the 'legal' page).
The Power of Well-Being empowers the Council to spend money on any project which in the past it was barred from spending, if in it's opinion is likely to bring social, economic or environmental benefits to
- the whole of the Council's area or any part of it
- any person present in the area including those who live, work or visit in the area
- an individuals person's activity (Provided that it promotes the area's well-being)
- any person or any area outside the parish if the Council thinks it will promote its own area's well-being
